Our Accessibility Checklist helps you to check important requirements. Here’s an excerpt of the mandatory requirements from two critical areas:

Technical fundamentals

Accessibility starts in the code – and often comes down to implementation.

  • Customizable presentation: Content must remain understandable even without stylesheets or layout structures.

  • Responsive design: No two-dimensional scrolling (i.e., vertical and horizontal), no fixed orientation.

  • Keyboard accessibility: The website must be fully operable without a mouse – including the ability to exit menus using the keyboard.

Content & Design

Good design speaks to everyone – provided it considers all users.

  • Contrast & colors: Minimum contrast ratio of 4.5:1 for body text – logos excluded.

  • Alt text: Every image, icon, or non-text element needs a textual description.

  • Link text: The purpose of a link must be clear through text or context alone.

Is accessibility legally required?

Yes – for many websites, digital accessibility is a legal obligation. Public sector websites in Germany must comply with the BITV 2.0 (Barrier-Free Information Technology Ordinance). Starting June 28, 2025, the Accessibility Strengthening Act (BFSG) will also apply to many private providers – for example, in e-commerce or digital services.

Small businesses with fewer than 10 employees and annual revenues under €2 million are exempt from the BFSG.

However, accessibility still makes sense for them – from a legal, ethical, and business perspective.

Public sector organizations, on the other hand, are required to provide accessible websites regardless of their size.

Digital accessibility covers a wide range of aspects: Technology: e.g. semantic HTML code, keyboard navigation Design: sufficient contrast, scalable font sizes Content: clear language, alt text for images, subtitles for videos The goal is to design websites that are usable for everyone – including people with disabilities.

Digital accessibility means that websites, apps, and digital documents can be used by everyone without external assistance – regardless of vision, mobility, speech, or the use of assistive technologies.

It is based on international standards such as the WCAG (Web Content Accessibility Guidelines).
